Paula J. Landis
, District Chief
Paula J. Landis, Chief of the San Joaquin District, is responsible
for representing the Department of Water Resources and the Director
in all matters under the Department's jurisdiction in the San Joaquin
District. Landis is a Registered Civil Engineer with over 18 years
of experience in water management, planning, construction, restoration
and coordination of multiple interest groups. Prior to becoming District
Chief, she served as Program Manager and as Chief of the Resources
Management Division of US Bureau of Reclamation South-Central California
Area Office. As Division Chief, Landis oversaw a number of programs
including land management, environmental compliance, water conservation,
water contracts and water transfers. Prior to joining Reclamation,
she worked for DWR where she had responsibility for planning, designing
and constructing salmon habitat restoration projects; developing compatible
management strategies to meet the needs of flood protection, water
quality, water supply, fisheries, wildlife, and recreation on the
San Joaquin River system. Landis holds a Bachelor of Science degree
in Civil Engineering, Bachelor of Arts degrees in Art and French and

Brian E. Smith, Chief of the Resources Assessment Branch, is responsible
for supervising investigations and studies of groundwater, surface
water, water conservation, and land and water use in the San Joaquin

Jose I. Faria , Branch Chief
Jose I. Faria, Chief of the Special Investigation Branch, is responsible
for supervising the Water Treatment, River Management, Environmental
Services, Aqueduct Protection and Flood Management, and the Integrated
Drainage Management sections. He is also responsible for the coordination
and management of the Department’s Agricultural Drainage Program.

Administrative Branch
Cheryl Moore , Branch Chief
Cheryl Moore, Chief of the Administrative Branch, is responsible for
providing supervision and administration of services needed to meet
the Departments objectives within the San Joaquin District. Those
activities include Budgeting and Program Monitoring, Contracting,
Personnel and Payroll, Purchasing, Mobile Equipment, Travel, and Mail
